[Docket: Josiah Fox / Sept. 24. 1795. / to the Secretary of War] S^r Philadelphia Sept 24^th 1795 The public Service requiring the utmost œconomy should take place in the Naval Yard at Gosport, Virginia I take the liberty of recommending the following regulations to your notice, in adopting which the public Service will be considerably benefited by the provision and Stores that will be saved thereby — 1^st I would recommend to keep M^r William Herbert, as director or Builder of the Yard during M^r Morgans absence, as he is a Man of abilities and Integrity that whatever Stores shall be received at the Yard may be hauled up and properly Stowed — 2^d to have the Keel [strikethrough: properly] securely covered from the weather, and the outer part of the Ship (which is at present unfinished) to be completed — 3. not to admit of any additional Buildings to be erected at the public expence there being sufficient buildings already erected to hold the Stores to be used in Building said Ship — 4. to discourage the Workmen from Sleeping in the yard, frequent quarrels having hitherto taken place — 5^th the Clerks office to be kept in the yard, either one of the rooms over the [strikethrough: undecipherable] may be appropriated to that purpose, or at the North end of the Barracks — 6^th the Clerk of the Yard is to attend strictly to his Duty — not to interfere with the Constructor's Business, but to assist him in all [underline: Respects] conformable to his instructions, and to take care of all Timber and other Articles that may be brought to the Yard, previous to their being used in the Construction of said Ship whether they lye in the Water or Otherwise and take particular care they are not Stolen or broke adrift, and when his leisure will permit he is to go amongst the Workmen and see they are diligently applying themselves to their several Occupations, he is also to do what the Constructor may deem necessary — 7^th the Clerk of the Yard to keep daily Account of the Provisions and Rum served out to the Workmen, that no unnecessary waste may be made, and to make [undecipherable] Returns of the same — 8^th Workmen to be allowanced in provision and Rum agreeable to M^r [undecipherable: probable reading "Penn"] and M^r W Herbert [undecipherable: probable reading "Spencer"] — to which the Clerk will conform — 9^th that all Requisitions for provisions and Rum shall be made to the Agent at least 48 hours before the same shall be wanted — as frequently happens the wind and tide prevents the Boats going to Norfolk — 10^th I also think it necessary to recommend an enforcement of a former regulation, (viz) that the utmost harmony ought to exist between the Officers of the Navy Yard that their united endeavors may be employed to the best purpose — and remain with perfect Esteem and Respect Josiah Fox [seal] The Hon^ble Secretary of War — M^r Joshua Humphreys recommends the following to be added to the Sixth Article — and to assist the Constructor in all such Matter and things as he shall Require of him for the Public good — and particularly to attend and see the weight of all Iron delivered from the Smiths Shop —
