Nov. 21. 1795 L.P.O.40131] War Office September 18. 1795 Sir, I am directed by the Secretary of War to transmit you the following extract of a letter from Ensign Charles Martin dated "Carlisle September 13. 1795 " I am Sorry that I have occasion to mention the Clothing again for my Recruits "and am at a loss how to account for their delay as M^r Richard Parker informed " me he had them packed up when he was in Philadelphia in July last. I "have several Recruits in a very bad condition without a shirt to their backs "or Overalls or in short any article of clothing there not being one single "Garment of any kind at this post" On examination I cannot find any order for forwarding clothing to Carlisle since the fourth day of May last at which time a request was made that twenty five suits might be sent to that place — Should that order have been complied with — you will please to have transported to Carlisle as expeditiously as may be an additional supply of twenty five Suits — I am Sir with great Respect Your obedient Servant H.
