Sir, I have now the honour to transmit to you the Receipt of Captain Blackburn for three hundred dollars, paid him agreeably to M^r Hagner's Letter dated the 19^th of August The Receipt arrived but last Saturday— although the money was transmitted on the 22^d August and before I had received it from the Treasury.
