September 5^th 1795 Carlisle Sir I received your letter of the 31^st. ulto including a Receipt, Pay, and Muster Rolle, which Shall be examined and the amount of the first be passed to your credit and the latter shall be transmitted by the first opportunity — the reason of Lee and Henry being omitted on the last Pay rolle is they were returned on the Muster Rolle. unfit for Military Service. I there fore concluded that they were not entitled to Pay. If men are unfit for services it should be represented to The Secretary of War that they may be discharged — It is a general Rule in this Office that when a Soldier is confined in prison — or unfit for services he receives no Pay for the time as it is understood that he is not enabled to perform his duty as a Soldier — and therefore should not receive Pay.
