Sir Altho Captain Richard [undecipherable] of the Navy is absent on a voyage to [undecipherable] yet it is to be understood that he is by authority from the President of the United States, on furlough and his pay and subsistence continued to him as at present. If that case, they will now be in need to leave that place. It will not be expedient to employ a Commissary to supply an Officer besides no other Navy Officer draws rations at present.
