By a late arrangement it has become my duty to receive and adjust quarterly the Accounts of the Superintendent of Military Stores and Supplies, for his own compensation and that of his Clerks. and generally for all services and contingencies relative to the War Department exclusive of the purchase of Stores and Supplies. I have therefore in reply to your letter of this date to the Secretary for the Department of War requesting an advance of Monies for the pay of your Clerks. to observe that in my Opinion any advance for that purpose will be improper, but that it will be adviseable for you to State your Account of Salary and for the Salary of your Clerks from the dates of their last Settlements up to the first of the present quarter, and that hereafter the Same may be Rendered quarterly and separate from any payments for the expences of the Ordnance Department which are also to be rendered quarterly to this Office for adjustment and Settlement. —
