Sir,

In reply to your letter of this date, I have the honor to observe that in my opinion, it is expedient for the Accountant of the War department to give and adjust quarterly the accounts of the Superintendent of Military Stores and Supplies for his compensation and that of his clerks. And also to open accounts with the Subordinate Store keepers at the different posts for their compensations, the pay of clerks, laborrers and other incidents in the ordinance department. Monies can if necessary be advanced on account, the expenditure of which may be exhibited quarterly.

It has always appeared to me that the distribution of the expenditures for the War department intended by law was this- that the Treasury were to take order from the Secretary of War for the The Superintendant of Military Stores will also be disentangled from the trouble of pecuniary transactions and will have more time to bestow managing the account of stores and supplies, which is in my opinion a service of primary importance.

If you coincide with these sentiments I will immediately place the cum requisite for Mr Harris’s estimate at your disposal with the Treasurer –
