Sir,
M: Hagner's Letter of the 18th instant has come to hand, and has been laid before the Council of Administration.
I have paid the troops, who arrived at this garrison in the months of June and July 1795 to whom arrears of pay were due on the 30th of June last; But I shall not transmit to you the recvt roll till I am enabled, by the arrival of money, from New York, to pay also Captain M: Creis detatchment to that date.
