[Copy] War Dep^t Aug^t 24 1795 Sir Colonel Butler or Colonel Rochefontaine have doubtless informed you that we have dispensed with the service of Ensign M^r Cutcheon two Regiments & fifteen men on front of the State of Penn^a [undecipherable] in order that the whole force of [undecipherable] able to Command [undecipherable] may be exerted at reducing the works here — When the term of Service of the State Troops expired Lieut M^r Culcheon is desirous of being employed, as an Officer in the Artillery of the U.S. — altho he has not been on regular service yet he has acquired some knowledge in the State service having been the chief conductor of the ordnance & stores [strikethrough: [undecipherable]] from Philadelphia to Leboeuf and has generally had the management of the Artillery & Stores here — Colonel Rochefontaine was pleased as he informed us with the order he found the post in under M^r M^cCulcheons Command, but of this he will probably inform you — we really think he has qualifications to make him a good officer, and that he would be particularly useful at this post for a time [strikethrough: [undecipherable]] with this persuasion & from no other motive we recommend him to your notice to do Garrison duty at Leboeuf for the United States — We are Sir your Ob^t Servants W J H S (Copy) The Secretary of War
