[H] (Department of State) August 21. 1795. Sir I have the Honor to acknowledge your letter of the 17. in answer to two of the 15 Cur^t. from the late Secretary of State. As in those Letters were expres'd to you the eventual measures of the President of the United States, so will he wait (during the period, which he has mentioned,) for the counter representations of Captain Home and M^r Moore: The facts, Sir, to which you refer in extenuation of their conduct, are not understood by the Government, as you have been pleased to State them. At the same time, the President expects, that the Commanders of foreign Ships of war, will procure proper representations, to be made to him, thro' their Ministers, in all cases of serious dissatisfaction; which cannot be adjusted with the State Governments; and he will give instructions for securing their rights. But that they should threaten violence, as Captain Home has done is inadmissible by our Government; altho' the circumstances, which you have supposed should appear to have taken place. It is hoped that a perfect state of this case will speedily be furnish[ed.] M^r Randolph, having resigned the Office of Secretary of State. and a successor not being appointed, I am directed by the Pres[ident] to make to you this communication.
