I did not Send word [undecipherable] them to give me Power of Substitution tion or not but they all we understood that Mr. [undecipherable] man was to bring the money or at least they for it at the War Office then too it was a night [undecipherable] in the form I the [undecipherable] of Several names being written by one hand I suppose cannot make any [undecipherable] if the person whose name is Sign appears [undecipherable] upon a Magistrate and acknowledges the [undecipherable] for I presume no Magistrate [undecipherable] give a [undecipherable] [undecipherable] the person who [undecipherable] was [undecipherable] not personally appears. I did not See all the men Sign it [undecipherable], but the bills [undecipherable] Signed. as it may appear that 72 men Should [undecipherable] two months [undecipherable] [undecipherable] the [undecipherable] is Substantiated on the oath of a man of as much Integrity as any man in the [undecipherable] without [undecipherable] and long [undecipherable] acquainted with Military Service — Next month I [undecipherable] be in Philadelphia when I Shall bring the money Vouchers to [undecipherable] the account [undecipherable] one on the [undecipherable] in your Office this I Informed the present Sec[undecipherable] of War & [undecipherable] after [undecipherable] appointment which [undecipherable] would be Satisfactory — Mr [undecipherable] I fear well be greatly disappointed in not [undecipherable] the Money due on the Pay Rolls.
