Sir, By the order of the Council of Administration, I transmit to you the following extract from their proceedings of this days date: The Council order the temporary Paymaster to inform, by letter, the Accountant to the War Department of the arrival of a detachment of troops on the 9^th instant commanded by Lieutenant Robert Rowan; that there has been due on the 30^th of July, four months pay to the [undecipherable] detachment; that the Council has been informed that Captain [undecipherable] has forwarded to [undecipherable] a muster and pay roll of those troops made up to the 31^st of July; that the Accountant is requested to consider, that the pay for the same for the months of April, May and June, as an addendum to [undecipherable] due on the [undecipherable] Muster and and pay roll No [undecipherable] transmitted by the temporary Paymaster, from [undecipherable] on the [undecipherable] July, 1795; and that the pay for the said detachment for the month of July be forwarded to West Point to be lodged in the regimental [undecipherable] as one of the two months [undecipherable] ordered to be [undecipherable] to the [undecipherable] from the Secretary of War to the Council of Administration at West Point.
