The Secretary of War.
Sir
Upon inspection of the Account of Major Rivardi for his Incidentals expenses as temporary Eng.r from the 28 March 1794 to the 7th April 1795 (the date of his acceptance of his Commission as a Major,) It appears that his Charges on that account amount to 939 [undecipherable] Dollars. My objections to the admission of this Account are, that no Voucher is produced for any Charge therein specified, that the greater part of the charges in my opinion are not sanctioned by his instructions and that a considerable number of Charges are introduced after his acceptance of his Commission as a Major, which will appear from a view of his account herewith inclosed which I beg leave to Submit to your Consideration — not conceiving myself authorised to Act thereon in its present State, requesting at the same time that you will be pleased to Note the sums charged in his account which you conceive ought to be admitted.
