[Williams Simmons Esq. accountant of the War office Philadelphia] [circular postal seal] [Charges [undecipherable] refu[undecipherable] 1795] Westpoint August 7^th 1794 Sir The pay master of the Regiment forwards to you by this post the Muster Roll for the pay due to the Corps for the month of July. — I request you Sir, to be so kind as to pay a particular attention to the two articles which we Submit to the decision of the Secretary at war viz a temporary provision for the pay master's clerk and the Same for the attendant in the hospital — by the muster rolls, the pay and receipt rolls which are to be kept double, you may judge that an officer who at the Same time is charged to record the proceeding of the Council of administration & of the correspondance with you would have a very little time to give to learn the duty of an Artillerist and Engineer if he was not allowed a clerk to assist him; the clerk must have also a provision for that trouble — as to the attendant in the hospital, this Subject needs no recommendation. I Suppose that the Secretary at war is often Busy, So I apply to you to desire earnestly that you would obtain a temporary decision on these two petitions and a speedy answer upon it — if the Secretary is willing to place Confidence in the members of the Council of administration they could debate it and pay them out of the Contingency money in the chest till the provision being made, at which time we Should lay our claim to have the money refunded in the Regimental chest. with great esteem I have the honor to be Sir Williams Simmons Esq.
