Knoxville August 3. 1795 Sir The Bearer Jesse Crafts has today applied to me for Pay for military Services performed in the year 1791. I have referred him to you not because you have the money in hand to pay him, but that you may understand the nature of his demand & State it to the War office to the end that the money may at Some future Day be forwarded to you. The facts respecting Crafts demand are that he was a Lieutenant in Major Rheas Battalion of Levies raised in this Territory in 1791 and marched North West of the Ohio. Major Rheas Battalion consisted of four Companies three of them actually marched North of the Ohio & were there mustered and Since their return to this Territory have been paid by David Allison, the Fourth commanded by James Cooper whose Lieutenant Mr Crafts was never crossed the Ohio & so it has happened that Capt. Coopers his Subalterns & every other part of his Company gets remain unpaid by the United States for their Services I presume upon your forwarding a Copy of this [strikethrough: Statement] to the War office that the money will be forwarded to you to pay Capt Cooper & Company.
