Martinon?] [undecipherable] Engineer [undecipherable] [undecipherable] The [undecipherable] [undecipherable] Philadelphia Newbern July 31^st 1795 The treasurer of the united States Philadelphia Sir you have given commission to M^r Polk Supervisor of North Carolina at the end of november last to have the sum of 500 dollars paid unto me on account of my compensation as a temporary engineer of the united States, I was informed of it by M^r Howell. I have also received information from the War office of another little Sum having been ordered for me in February last in these two informations it was said these sums were to be transmitted to me. I have likewise received letters from M^r Polk informing he had to pay these sums to me & inviting me to go to Charlotte, 300 miles from here to receive them. I wrote to him more than four months ago to be so obliging as to order his correspondants of Nueben to pay me the whole or part of the Sums for which I should give suitable receipts, having not in my power to leave this place & avoiding the expenses of such a journey which I should have been obliged to undertake more than once & lastly that if he could not transmit that money to me, to dismiss the commission he had troubled himself with as in his two letters here incloded he insists upon my going to Charlotte. I take the liberty to apply to you for my payment by the collectors of Newbern or Wilmington. I must however request of you, in case you should order my payment to Wilmington to do it before the beginning of October, as I am soon going there. W intend to be back here at the end of September next. M^r Overton whom M^r Polk mentions, has been here in the beginning of may & had no instructions from M^r Polk. I nevertheless applied to him to be paid of 500 dollars which he refused doing. He only had M^r Leris paid of 350 dollars on his giving his letters from Mess^rs Howell & Polk. I have also received information from the war office that M^r Overton was to transmit 400 dol: to me. I wrote to him at Fayetteville the 15 of may & have not yet received any answer. The moment I received M^r Polk's answers, M^r Brian one of the receivers of Newbern told me he could pay unto me 600 dollars had he orders from M^r Polk. I shall therefore be very much obliged to you Sir, if, previous to my Settling accounts, you would order money to be paid to me either by the Collectors or would authorise me to draw upon you on account of my compensation. By the Mail preceding the re ceipt of this your last letter I had answered your former ones; and therein have informed you of the receipt of drafts on me for the further sum of Five hundred Dollars to be paid you; and one hundred to John I Learis, on your signing duplicate receipts for the same. I at the same time informed you that I had given Thomas Overton Esquire Inspector of the Revenue in the first Survey instructions to pay you those sums if he was in cash —. It has not been known at this Office, that any of the Officers of the Revenue in the department of which I have the Supervision; at or near to Newbern was in possession of so much money as would have answered either of your drafts, if they had, orders would have been given for the payment of it over to you If M^r Overton or the Collectors over whom he has the Inspection are not in money to pay your drafts, I know of no alternative but to send to this Office for the money; and I can assure you, that you or your messenger shall not depart without the Bills being paid —. The other Inspectors of the Revenue have some time since had instructions to pay over their money to this drafts . It is not the practice of the Supervisor to transmit money to any person whatsoever on his own account; if the [undecipherable] Department has taught you to believe that I would transmit money to you; they have deceived you.
