It appears that advances have been made from this Department to Mr Thomas Holt — upon Estimates rendered by him, for the months of April, May & June 1795 being for Expenditures, Pay of the Armourers, and for the pay of a Guard over the Arsenal at the Post of New London in the State of Virginial; in these Estimates the pay of William Clark an Armourer was included, and the Money transmitted as above to Mr Holt from whom Mr Clark will have to receive the whole of his pay. If the pay of Clark was not already transmitted I am of opinion that it would be very improper that any advance or stoppages should be made from this Office to his orders.—
