Sir It appears that advances have been made from this Department to M^r Thomas Holt — upon Estimates rendered by him, for the months of April, May & June 1795 being for Expenditures, Pay of the Armourers, and for the pay of a Guard over the Arsenal at the Post of New London in the State of Virginia; in these Estimates the pay of William Clark an Armourer was included, and the money transmitted as above to M^r Holt from whom M^r Clark will have to receive the whole of his pay. If the pay of Clark was not already transmitted I am of opinion that it would be very improper that any advance or Stoppages should be made from this Office to his Orders. — I am Sir Y^c William Simmons Lieu^t Nehemiah Freeman D of War Accountants Office West Point July 28^th 1795.
