New York on account of the pay of the his family Major Roberts from the 1^st April to 30^th June 1795 mater In my letter of the 15^th Instant to L^t Nehemiah Freeman, Paymaster Pro Tem at West Point, I pointed out the measures to be pursued in order that all the men now at West Point may be paid in full to the first of this month. The additional bounty due to any of the men now at that Garrison cannot be well ascertained Until the recruiting accounts of the Officers are transmitted to this Office — I have directed Nehemiah Freeman to inform the Officers whose Recruiting Accounts are yet unliquidated that they must without delay transmit their accounts with Vouchers proper or necessary for settlement to this Office that I might thereby be enabled to ascertain and transmit the additional bounty to their men at the Garrison to whom it is due — I am Sir Y^rs &c William Simmons John [undecipherable: Wilby] Esq^r D^t of War Accountants Office Sh^ff Baltimore July 25 1795 Sir I have this day received your letter of the 23^d Instant covering the Receipt of Major Rivard for two hundred and fifty Dollars — I am Sir Y^rs &c William Simmons Col. Eliezer Sproat D^t of War Accountants Office Marietta N W T^y July 26 1795 Sir The muster and pay Rolls of the Militia of Marietta Belpré & Waterford for the months of March and April, and of the County of Gallopolis from the 1^st Oct^r 94 to 1^st March 95, together with the powers of the individuals authorizing you to receive their pay, have been duly received thro' the hands of M^r Chapman your substitute, and I have to inform you of the impossibility of transmitting you the amount due them for the following reasons Viz: 1^st There appears no evidence of the person being a Magistrate before whom the Men acknowledged their power; 2^d Very few of the Men have given you a power of substituting a person in your Stead. 3^d The Powers appear to me in many respects to be exceptionable for it admits of little doubt Upon inspecting the Signatures of the individuals that one and the same person had written the Names of several Men; also it appears some what singular that during five Months having 72 Non Commissioned Officers and Privates no casualty nor circumstance worthy of Remark should occur and that every one of them should be capable of Writing his own name. Such examples, I believe seldom appear in this Office. You stand charged on the books of this Office with a very considerable sum of money which appears to be yet unaccounted for, and as it is my duty to call to account all persons who are charged with Public monies on the books of this Office and more over as your Account has been standing open for more than three years I require that you will without delay transmit to this Office the Vouchers for your disbursements and the Balance which may remain in your hands immediately referred to the Treasurer of the United States.
