Fredericksburg - Virginia, July 23^d 1795 Sir, A few Weeks since I had the pleasure of receiving your letter of the 3^d Ult. wherein you informed me that you had paid M^r [underline: Robert Walker] agreeably to my request the sum of two hundred Doll^rs (which I have recd) & added that my Ac^t could not be finally settled until I had forwarded you a Certificate from the Pay Master [underline: shewing the time to which I had been pay'd] by him, but I must beg leave to inform you that it is out of my power to comply with that part of your Letter, having never been furnished with such Certificate, but will Certify on Oath that my Ac^t is just & True & a fair statement of Pay Due me from the [underline: United States].
