Sir, I have the honour to acknowledge the receipt of your letter of the 14^th instant. Captain Staats Morris went from hence on the 18^th to receive from Nicholas Fish Esq^r. the two thousand, five hundred and sixty four dollars, and three cents, which you have remitted to the paymaster at West Point. He will deliver to him the receipts signed by me, as required. I would sollicit your attention to extracts, which I enclose to you, from the Council of Administration, held at this garrison on the 18^th instant. By the receipt rolls, retained at West Point by Captain Morris on the 1^st of June last, these several sums appear to make the aggregate amount of 1165 dollars 62 cents: viz: The sum of the receipt roll of a Detachment of the Corps of Artillerists and Engineers at West Point June, 1^st 1795, amounts to . . . . . . . . Doll 899. 02 The sum of the receit roll for one months pay to Lieutenant David Wales' recruits amounts to — 160. 60 The list of bounty due to recruits at West Point the 1^st June, 1795 exclusive to what may be due to Lieut David Wales' recruits amounts to — 46. — Doll 1105. 62 From the above amount, it has been supposed, that twenty six dollars due on the first of June Capt. to Lieut. J. P. Wales and eighty dollars, and sixty cents due to Lieut. Cudworth at the same date, were to be deducted, the accounts of these gentle=men being otherwise settled. In the receit roll for the 30^th of June, 1795 Philip Landais, and Philip Rodrigue, Cadets, are omitted. They were appointed on the 16^th of March last, and received, a few days after their appointment, three months' pay in advance. You will observe that it is out of my power to return immediately to you the receit rolls for the months of June. With deference to your Judgement, I would observe, that our attention should be drawn to a particular object: to the paying to one Date the bounty and monthly pay Due to the corps at West Point. There are men here, who have served the United States several months, and who have not yet received a cent. Their clamours are disagreeable; and disaffection has in consequence, too great a support in the corps. I mention this circumstance, under a supposition, I do my duty. It is my intention, under the direction of the council of Administration to collect, from the best information I can obtain, and place in the next muster roll, the whole sum due to every man at this garrison, and which has not been remitted to the paymaster. I will not promise, that the roll will be free from errors; but, I hope, they may be corrected at your office, where formal information is lodged. By a letter, which I have received from Philadelphia Colonel Rochefontaine, dated in Philadelphia, July 1^st 1795, I am ordered to request your attention to the two months' pay, due to the Soldiers, [is to be kept hereafter] in the regimental chest, and not in the Treasury of the United States. The money also, which is due to deputies, is expected to remain in the chest for the service of the corps. I Should be happy to meet your ideas in the introduction of order and economy in the paymaster accounts, [strikethrough: that the unconveniencies, which] arise from novelty may be removed; and the confusion, which different arrangements, or the want of simplicity might occasion, be altogether avoided. Freeman } Members Temporary pay —— The Council proceeded immediately, after having assembled, to the examination of the Receipt Rolls received yesterday by the Pay Master from the Accomptant of the War Department. In Consequence of this examination the Council directs the paymaster to write to the Accomptant, and inform him, there appears to be a Difference between the Amount of the Muster Rolls transmitted by Captⁿ. Morris on the 1^st June last, and the Amount in Money, which the pay Master is Ordered to receive, (by a letter of the 14^th Instant from the Accomptant) thro the hands of the Supervisor of New York; that the PayMaster also inform the Accomptant, that the same System for the economy of the Corps, appears not to have been adopted at the Accomptants office, as has been ordered by instructions from the Secretary at War, to be observed by the Councils of Administ=ation at West point; that but a small part of the Monies last transmitted to the Corps can be at present paid to the Soldiers, as the Council of Administration is directed to detain in the Regimental Chest two months pay for each Non Commissioned Officer and private; that there are several Men at this Garrison, who have for Months been returned, prior to their arrival at this place, on former Muster Rolls and who have nevertheless received no pay; that the pay [strikethrough: undecipherable] to request from the Accomptant an account of Balances of [undecipherable] description [undecipherable], due to every [undecipherable] officer or Soldier, from their first appointment or Inlistment, that the Money to pay such bal=ances may be immediately transmitted; and that the officers now absent may be enabled to settle their accounts on their arrival at West Point.
