[Copy] Treasury Department July 20^th 1795 Sir, I take the liberty to inform you that it will be exceedingly convenient to me to receive notice as soon as possible of the sums which will in your judgement be necessary for the use of your Department during the insuing Year. If no objection occurs I request that your estimate may be destributed into the following generals and particular divisions with a view to the forms which have been or which may be established at the Treasury. 1^st General division to embrace all sums which relate to expenditures which are made by warrants of the Secretary of War, & which are settled in the first instance by the Accountant. 2^nd General division to embrace all sums, which relate to expenditures for the War Department which are made on warrants of the Secretary of the Treasury & which are settled by the Auditor & Comptroller without the intervention of the Accountant. Under the first head will of course be comprised the estimates for the pay of the Army & all Militia which may be ordered into the public Service; Subsistance of Officers, Bounties to Soldiers; Expences of the Recruiting Service, and the incidental & contingent expences of the War Department. Though the foregoing are all the objects which are by Law expressly referred to the Accountant for settlement, yet by analogy of principle, & for the mutual convenience of our respective Departments it appears advis=able that the following expences should pursue the same course of liquidation. The pay and subsistence of the Navy — The pay & expences of the Ordnance Department exclusive of the purchase of Stores; Annuities & compensations in the Indian Department, and generally all expences incident thereto, other than for such supplies as are proper to be made by the Purveyor and account=ed for to the Superintendent of Military Stores and Supplies. Under the second general division will fall the other expences of the War Department which for the sake of order may be referred to the following heads Commissary Quarter Master Cloathing Hospitab Ordnance & Military Store Indian and Navab — Expences of Fortifications Expences of Arsenals, and Military Pensions. Possibly it may be thought adviseable to render the distribution more minute & perhaps some material object of expenditure may have been omitted by me. If it shall be practicable, I request that some estimate may be formed of the un=liquidated charges against your Department that that it may be seen whether the appropriations which have been made, are more or less than [strikethrough: adequate to the expences] which has or will be incurred to the close of the present Year. In addition to what I have requested you shall be able to present me with a view of the probable expences of such permanent establishments, as appear requisite in your Department or any suggestions for improving the present system of procuring supplies by contract or otherwise: the information will be very acceptable — a designation of the Stations where independent Contracts are judged to be necessary will be parti=cularly convenient in forming my arrangements.
