[Docket: from David Henley A.W.D. / rec'd Aug 10th]
[Address: William / Simmons Accountant of the / War Department]
Knoxville 17th July 1795
Sir)
I received your Letter of the 30th May with a Schedule particularizing the Sum of ten thousand seven hundred and one Dollars and ten for its purposes; the above sum in Post Notes was delivered me in good order by the express Benajah Herbert which I have passed to the credit of the United States. —
I delivered Capt. Rickard five hundred dollars for the purpose of recruiting his Company, which I received by the same conveyance, and inclose you receipts for both Sums.
Your remark that an estimate is no evidence of the debt, I will bear in mind, and that I have just and sufficient Vouchers to authorize me to pay any sum on account of the United States
If a Regular Soldier should have a furlough for a few days is he not entitled to his Rations in that time of absence, or the pay to amount of the contract price? This was the case with the Army in the time of war, and I think it just if it should be settled upon the same principles at this time. —
I am with esteem —
