be necessary to have a muster and Pay role for such men made out agreeably to the enclosed, that the Mast-Master and Pay roll may include the Whole of the Troops at West-point from the 1^st of the present month. As I am anxious that all unliquidated Accounts of officers of a long Standing should be settled as Speedily as possible, I have to request that those Officers at West Point whose recruiting Accounts Remain unsettled will without unnecessary delay prepare and forward those Accounts and Vouchers to this Office for settlement; keeping in view the arrangement and duties pointed out in their accounting Instructions; and that I may thereby be better enabled to ascertain and transmit the sum due for additional Bounty. Sir, I have the honor to inform you that on the examination of the Accounts of Ensign Edwin Harris an Ensign in the Service of the United States — It appears that he has not acted with that propriety which might be expected from an officer in that service. I therefore Sir conceive it my duty to inform you of the circumstances which are as follows to Wit — Voucher A 1^st Ensign Edwin Harris received of Lieu^t Frederick Dalebo, the sum of seven Dollars and ninety five Cents being for his Rations for the months of July 1794.— B 2^d Lieu^t Dalebo accepted orders drawn on him by Edwin Harris to the full amount of his Pay and subscribed to the 31^st October 1794 payable when he should receive Ensign Harris's money for that Period.— C 3^d Ensⁿ Edwin Harris came forward to this Office and received on the 7^th January 1795 the whole Amount of his Pay and Subsistance, from 1^st July 1794 to 31^st [undecipherable: probable reading Decemr] following, only deducting therefrom the sum of sixty Dollars which was advanced to him by Major Habersham in Georgia. D 4^th He received of Thomas P Carnes the sum of Sixty Dollars being for his Pay for January February & March 1795 and he gave his Power to the said Carnes to receive his Pay for those months at this Office.— E 5^th [undecipherable: probable reading There rec'd] of Isaac Craig at Pittsburgh The sum of Eighty Dollars being for his Pay for the months of January February March & April 1795; and Certifies that he never received nor alienated any part thereof. From these circumstances It appears that he received Pay for his Rations for the month of July 1794 twice, he having first received the amount of Lieu^t Dalebo; and afterwards from this Office; 2^d he received his full Pay at this Office for the year 1794 the Lieu^t Dalebo accepted orders on account thereof to 31^st October 1794.— 3^d he received Pay for the months of January February and March & April of Isaac Craig, altho' he relinquished his Pay for the months of January February & March to be paid to Thomas P Carnes at this Office; from those circumstances Sir You will Judge what steps
