[Duplicate] Department [of War?] Accountants Office July 10, 1795 I have the honor to inform you that on the examination of the Accounts of Ensign Belvain Harrus an Ensign in the service of the United States it appears that he has not settled with that propriety which might be expected from an Officer in that service. I therefore Sir conceive it my duty to inform you of the circumstances which are as follows to wit. A^st Ensign Belvain Harrus received of Lieut. Frederick Dalcho the sum of seven dollars and ninety [undecipherable] cents being [undecipherable] his rations for the month of July 1794 — B^d Lieut. Dalcho accepted [undecipherable] [undecipherable] when he should receive Ensign [undecipherable] — C^d Ensign Belvain Harrus came forward [undecipherable] to this office and executed on the 7 January 1795, the whole amount of the pay and subsistence from 1 July 1790 to 31 December following only deducting therefrom the sum of sixty dollars which were advanced to him by Major [undecipherable] in Georgia — D^th He received of Thomas [Pearnes?] the sum of sixty dollars being in hopes for January, February and March 1795 and his [rations?] to the said Barnes to receive his pay for those months at the Office — E^e He credites of Isaac [undecipherable] at Petersburg the sum of eighty dollars being for his pay for the Months of January, February, March and April 1795 and certifies that he never received nor [undecipherable] any part thereof — From these circumstances it appears that he received pay for his rations for the Month of July 1794 since, he having first received the Amount of Lieut. Dalcho and afterwards from this Office. F^th He received his full pay at this Office for the year 1794 the Lieut. Dalcho accepted orders on account thereof to 31 October 1794 G^th He received pay for the Months of January February and March and [April?] of Isaac [Leray?] also, he relinquished his pay for the Months of January February and March to be paid to Thomas P.
