Sir Yesterday I wrote and informed you of the money being forwarded for the pay of the Troops at West Point together with Receipt Rolls for the same — but unfortunately the Mail has scarcely been Closed before it was discovered that the Receipt Rolls for the pay of the Garrison up to the 31^st May were left behind I now forward them and hope they will arrive time enough to prevent any Apprehensions for their safety. It is my wish that the pay of the whole Garrison at West point Should commence on the same day (say the 1^st July) and how an number have arrived there in the months of June and July who must have pay or arrearages of Pay due to them. It may therefore be necessary to have a Muster and Pay Rolls for such men made out agreeably to the enclosed, that the next Muster and pay Roll may include the Whole of the Troops at West point from the 1^st of the present month. As I am anxious that all unliquidated Accounts of Officers of a long Standing Should be Settled as speedily as possible. I have to request that those Officers at West Point whose recruiting Accounts Remain unsettled will without unnecessary delay prepare and forward their accounts and Vouchers to this Office for Settlement (keeping in view the Arrangement and duties pointed out in their recruiting instructions) and that I may thereby be better enabled to ascertain and transmit the sum due for additional Bounty. It is determined that each officer before he transmits his Account Shall certify on Oath to his recruiting Accounts that the charges against the United States exhibited therein are just and that the Balance is due to him. — I am Sir Y^r William Simmons
