I have to acknowledge the Receipt of your account and am of Opinion that the Act of Congress providing for the Naval Armament will not authorise me to admit any more to your credit than the charges for pay and rations, I Shall therefore be Obliged to deduct the two last charges made by you Vizt
For your expenses to and from Baltimore and for your board, lodging and expences while there, any allowance which has heretofore been admitted on your former Account can not be considered as a precedent, as no accounts of payments to the Officers of the Navy have ever passed the Office for the inspection and revision of the Accountanting Officers of the Treasury.
