Dear,
I have written to Col. Foward at Westpoint to have a General Muster & pay Roll made up to the 1st of July, it will include as much as it lays in their power, the officers & men of the 3 Battaillons at Westpoint, on detachment at New York Philadelphia & Charlestown, or in recruiting rendezvous. as it will be impossible to ascertain in the 1st, the Strengths of those parts, they will fall in the following monthly Musters, according as the particular Musters comes to hand — I wish you would therefore send to Mr Nehemiah Freeman, Adjutant of the 3d Battaillon, and temporary Pay master of the Corps at Westpoint, all the informations he may be in want of, Musters, &ca, to accommodate that mode of entering to him all money accounts for the Corps, under the authority of the council of admin— all officers accounts might also to be forwarded to him.
Mr McAllen is also appointed an Adjutant of the 2d Bn, to do duty as Quarter Master of the Corps in the garrison of Wpt; all accounts for expences & Stores respecting the Q. Masters Dept will be concentrated in him for the whole corps; you will therefore please to forward him all informations that he may be in want of for the fulfilment of his trust.
