New London June 27, 1795. Sir, I have the Honor to transmit you a Muster Roll & Pay Roll of the Recruits inlisted by me, made up to the Commencement of the present Month. By the Circular letter of the Accountant of the War Office, dated March 1, 1793, I am directed that on transmitting each subsequent Bill of Muster Roll, the Vouchers for the Expenditure of the Sums previously remitted & must accompany the same. Some of my Men having been absent it was not practicable to complete the Receipt Roll, in order to their being transmitted at an earlier Season. They are accompanied by my Recruiting Account made up to the End of the present Month, together with the Voucher for the Sums already expended & a Statement of the Balance due. At the Time of transmitting my former Account, I had not received the Voucher for the Bounty paid to Joseph Burke by Sergeant Clark amounting to ten Dollars, which you can now examine. As I have thought myself bound to pay it to the Sergeant I conceive [undecipherable] it ought that it should be allowed to me. Should there be any Doubt, a Detail of the Circumstances shall be communicated. I have ventured to address your Office the Bill of Expences incurred in pursuit of Deserters from this Rendezvous instead of the Secretary of War, to whom I am directed by the Articles of War, judging it to belong to your Department.
