Sir You having entered into Bond faithfully to discharge the duties of Pay Master to the Kentucky Volunteers — conformably to Instructions which you were to receive from this Office. You are requested strictly to ob=serve the following — to wit 1^st As your accounts for services of the Kentucky Volunteers in 1793 have not yet been settled, and entered to your Credit on the Books of this Office — owing to payments being made contrary to your instructions from this Office of 17^th May 1794 — The Vouchers produced by you being in part illegal by Payments being made to sundry Persons — who sign themselves Attornies to the Soldiers without the Powers of Attorney accompanying the Receipts; and owing to deficiencies in Vouchers — You are without delay to proceed to the State of Kentucky and on your arrival there apply to the Battalion Pay Masters who have any monies to account for, either by illegallity or deficiency of Vouchers — and make a final settlement with them — Stating an Account Current, and en=tering therein the monies you paid them, and the Amount expended by them for which legal Vouchers must be produced, and the Balance (if any) remaining in their hands is to be returned to you — The arrears there due to Individuals in their Battalions are afterwards to be paid by you to those Individuals or Their Attornies duly Authorized to receive the same — The Vouchers on which the payments are to be made are the Re=ceipts of the Individuals for their pay — Payments may be made on well authenticated Powers of Attorney — they expressing it to be for the use, and benefit of the Soldier. 2^d The Accounts for services in 1794 being now adjusted and the Amount having been paid into your hands. You are to proceed therewith to the State of Kentucky without delay — on your arrival there you will take the most effectual measures for the speedy payments of the monies to the Individual Claimants — The Vouchers on which those payments are to be made is as before directed — The Receipt of the Individuals or a Power of Attorney well authenticated and expressing it to be for the use and benefit of the Soldiers — The monies due to deceased Soldiers are to be paid on Legal Letters of Administration, or duly authenticated Copies thereof which with the Receipts of the Administrator are to accom=pany your Accounts as Vouchers for your payments. It being the opinion of the Secretary of War, that all your Accounts in Kentucky may be settled on or before the 1^st of April Next ensuing — it is expected that no exertions will be wanting on your Part to effect the same, and that You will attend at this Office on or before the first of May with all the Vouchers properly arranged, and an Account Current Stating the Monies you received and expended, for each charge regular Vouchers are to be produced, and the Balance remaining in your hands is to be refunded to The Treasurers of the United States. — I am Sir Yr — William Simmons
