Caleb Swan. Esquire D. of War Accountants Office Pay Master:— Sir June 17^th 1795. By the bearer hereof Tucker M^c Woodson you will receive the sum of forty three thousand three hundred and eight Dollars— being for the Pay and Forage of the Troops at Head Quarters, Forts Knox, Steuben &c for the months of March April and May 1795 for which sum you will be held accountable and will please give the necessary receipts to be forwarded to this Office— A Sched- ule of Notes Shewing the Marks of each Bundle, and the contents you have herewith. Your letter of the 7^th March to the late Accountant was handed to me by M^r Luce together with the Accts of the twen- ty Volunteers and your Warrant for 50,000 Dollars paid to him. Those accounts have been examined, and a further deduction has taken place from those men who sold their horses and those who had no horses on the Campaign— which fixes their Pay at fifty Cents p^r day after they be- came dismounted. These accounts will shortly be ad- justed and the Balance found due will be paid to M^r Luce. The line of the Subsistence rations beyond Fort Washington has not yet been determined on— I Referred an Extract of your letter which relates there- to to the Secretary of the Treasury and he informs me that it will be determined on in time to give you information by the next Post which leaves this on Saturday next— at which time I hope to give you any necessary information. The Clothing which may be come due to discharged soldiers, I would advise to be accurately noted in the dis- charge in writing, and not in figures as the case may because [undecipherable] it too much in the power of the [undecipherable] to alter it as has frequently occured — there is now an account in the Office presented by Gen^l Hall [undecipherable] a [undecipherable] in the Artillery discharged at Greenville the discharge is signed by W. Burbecks and [undecipherable] by which it ap- pears that he has not received one year full Clothing tho' he served three. and the figures appear to be altered— as this case appeared suspicious, to determine on his Pay [undecipherable] but for one years Clothing leaving the Residue untill informa- tion arrives. You will by this case observe how necessary it is to use the precautions above recommended. You will receive herewith an Abstract from the Warrant Book commencing the 9^th April to this day by which you will observe that Capt Ripell who has late- ly marched with a Detachment for Head Quarters have been paid to 31^st May and that he has settled all his public accounts up to that Day— He now has to ac- count for 200 Dollars he received to defray the expenses of the March of his detachment to Pittsburghs for which he will deliver you the Vouchers and any balance re- maining in his hands will be as usual paid to you. Ens^t Pete Frothinghm who also marched with a detachment has settled his accounts of Pay and Subsistence up to 31^st May, and his detachment have likewise been paid in full to that time— but he has to account with you for 200 Dollars which he received for the recruiting ser- vice — The Recruits which were to have joined Capt Ripell at Carlisle will all be paid by him to 30 April— they would have been paid to 31^st May but no muster Rolls being in the Office I could not forward Pay further than that Day— By an Act of Congress of 2^d January last you will observe that an additional Bounty of 5 Dollars is allowed to those men who [undecipherable] after 1^st January and 6 Doll^rs to all those who inlisted after that day, making the active Bounty to a [undecipherable] man 16 Dollars and to a new Recruited 11 Dollars retaining the sum of 4 dollars untill they arrive at the Regiment or Corps in which they are to serve. I have for this purpose kept an abstract of all sums so retained from the Recruits inlisted since that time the accounts of which have been settled at this Office an abstract of which you have inclosed stating the sums retained from those men who marched with Capt Ripell and Ens^t P. Frothinghm, except those who joined them at Carlisle as the accounts of the Officers who inlisted them have never come to this Office— I am at a loss to know what sums may be due to them but have requested Ens^t Martins to forward by Capt Ripell— all necessary information con- cerning them— for your government. It will be necessary for you to transmit a list of the names of these men that March to Head Quarters to whom you pay the sum retained— as that sum is passed to their Credit here— and will remain so untill information from the Pay Master arrives.— Your accounts are now under examination, and as I mean to persevere in having them settled. I hope ere long to inform you of considerable progress being made therein If you can assist by giving any information to the Remarks sent you by M^r Howell, or have any additional Vouchers to forward, you will please to do it as soon as possi- ble. The sums due for retained Bounty you will pay out of the unappropriated monies in your hands, and transmit a list thereof as above directed.— I am Sir y^r o^c— William Simmons
