Sir, I observe by your letter of the 20^th of April to the Secretary of the Treasury, as well as by Col. Rochefontaines report, that a little labour will complete the fortifications projected for a defence to the harbour of Portsmouth. The soldiers being removed, labourers must be hired. You had a small sum of money remaining of the last years appropriation. Upon your estimate a further sum shall be furnished — Should this be necessary before the work is accomplished. I now write to M^r Folsom the Superintendent, to whom you will be pleased to afford the requisite aid in the prosecution of the work.
