In my letter to you of the 7th
April, in Answer to yours of the 6th, I
omitted mentioning, a Claim of nine
and one half months hay and Rations
for a Company of Militia in Kanawha
County under the Command of John
Morris, for services rendered in the
Year 1792. Of this Claim, three months
[underline: hay and] Rations, was allowed by
the Executive — the Officers refused
to Accept of it. And brought Suit a
gainst the Governor, for the whole Sum
the Suit is now pending, and the [undecipherable: possibly "issue"]
uncertain — But in any event, the
allowance made by the Executive, is a
proper charge, and will be made by
the State, against the United States.
I presume there are [undecipherable]
outstanding Accounts — And the great
difficulty, and delay, too often experienc
ed, in Authenticating, and bringing for
ward, claims for Military Services,
precludes the Idea of making a final
Settlement at present.
