Sir Your letters of the 27^th Ultimo to the late Accountant came to hand with the accompanyments — The Vouchers you mentions to have sent via Baltimore are not yet arrived — You will receive by the bearer hereof Benajah Herbert the sum of ten thousand seven hundred and one dollars and ten Cents for the purposes mentioned on the other side; for which sum you are held Accountable and will give him duplicate Receipts to be forwarded to This Office — for disbursing those sums you will have in view that an Estimate is no evidence of the Debt, it being necessary that you should procure evidence of the justness of the Charges sufficient to serve for Vouchers for your payments — In rendering your Accounts you will be particular in keeping the several heads of expenditures Separate, such as Indian Department Pay for the Army, contingent expences and Militia Accounts entering under each head the sums paid for that Account — This measure will much facilitate the examination of your Accounts at this Office — By directions of the Secretary of War I have forwarded to Lieut William Rickard by this opportunity the sum of five hundred dollars for the use of the Recruiting service for which sum he is held Accountable — I have also to inform you [strikethrough: that] the bearer Benajah Herbert received one hundred Dollars to defray his expences on his return to Knoxville for which sum he is to account with you — you being charged on the books of this Office for the same — I am Sir Y^r — William Simmons
