By direction of the Secretary of War, the Treasurer of the United States, has remitted to Edward Carrington Esqre Supt the sum of three hundred and twenty eighty dollars to be placed in your hands for the purpose of paying those men who were inlisted by Capt William A. Lee and now under the command of Lieut William Wilson stationed at Fort Nelson for which sum you are held accountable and will give him duplicate Receipts — As there never has been any regular Muster Rolls, forwarded to this Office, nor has there ever been information given by Capt Lee how their accounts are situated — I am at a loss to know what pay may be due to them, or if they have received any monies on account — It has therefore been thought adviseable to place that sum into your hands supposed to be about 4 Months Pay of each man present for the purpose of so distributing it as will free the men from any embarrassment which they may labor under at present leaving the final settlement to take place when they arrive at West Point — you will receive inclosed a blank Receipt Roll to which you will procure the Signature of those you pay observing not to pay any one more than is due — as every information that is necessary is wanting, I would thank you to exert yourself in procuring such as you think necessary for settling their Accounts for bounty and pay in full. —
