Portland May 21^st 1795 Sir I have already stated to the Secretary of war, that, previous to marching my recruits from the ren-dezgous, I had paid them their wages till the 31^st of March — and several till the 30^th of April; by anticipating, of a friend in trade, a sum sufficient for the purpose. I have also stated to him, fully, the causes, which impelled me to that measure. I am answerable for the amount borrowed; & being confident, that it will be remitted to me from the war Department, on producing regular vouchers for its specific application, they mens receipts are inclosed. Inclosed also is a pay=roll, for the recruits, who are now with me, for the month of April. I shall in fu-ture make out the Pay=rolls once in two months agreably to the instructions of your letter of the 6^th Inst. I take the liberty to suggest that a small sum yet remains due to me for subsistence — A statement of which was transmitted to your predecessor on the 4^th of March — but no notice being taken of it in making up the last remittance, possibly it may not have come to your hand. I have therefore executed another statement exactly si-milar, which you have inclosed. Since the 4^th of November 1794.
