Enclosed you have Mr Rush's Ideas of the Heads for the Frigates as there were only five of them fixed. and a difficulty of representing the Chesapeack, he has suggested the Idea of calling one the Revolution; as it is intended only to apply to our glorious revolution, I should suppose it might be adapted without creating insproper revolution any principles —
The stems I conceive should be all alike, to shew they belong to one family, and represented by an Eagle in the Center with the constellation around him supported on each quarter by the figures of Liberty & Justice
