If some of the claimants should not be able to come forwards, in such cases if Application is made by a power of Attorney it ought to express that the money is to be received for the use of the Soldier and to be pro- perly acknowledged — In taking the receipts you are to observe that where the signature is not written it is to be witnessed by a respectable evidences which receipts are to be deposited in this Office for your examination and the balance if any remains due to the United States is to be refunded to the Treasurers of the United
