Rec'd 29 [undecipherable] 1795.] [Enclosure — Accts of [undecipherable] lodg'd in the War Office with D. Henley's letter of April 27^th] Knoxville 27 April 1795 Sir I have enclosed under cover with this Letter an estimate of contingent expences, and for small accounts lodged at the Office, which please to lay before the Secretary of War, the Monies for which will be wanted immediately. — I have had so much to do, the business of this Territory encreasing so fast, and the whole in a manner devolving on me, is the cause why I have not been able to close my accounts so early, as I could wish, but they will be completed in a few days and forwarded by the opportunity that offers. The Vouchers for the payments of the Militia were sent on about the 1^st March to Jonesborough to be forwarded by M^r David [undecipherable] in his [undecipherable] from this Territory to Baltimore, and from thence by the Stages to your Office. They are to be lodged at the House of Cockran Meeker & Co— And M^r Rickard was to have pushed on immediately after them, but is now prevented, as the Monies have arrived agreeable to my estimate. If they have not already got to your Office, you had I think better write to that House desiring them to forward those Vouchers.— I have sent the Book by this express in which all the payments made to the Militia are stated. I have refered to it a certain passage of my Letter to the Secretary of War. — I have a case to state to you concerning a certain James Gillespie that was wounded so bad, as to make him quite the Service, and yet not intitle him to a pension. He was made up in the Rolls agreeable to your Directions to the time he was wounded. He thinks it hard that as he was wounded so badly, as to hinder him to perform Military Duty or labour for a long time, that he should not have a compensation, or his pay in full with the rest of the party that served with him.
