Certificates of this kind have always
been refused a settlement at the Treasury
because no Return was furnished by
Col.o Hay acknowledging that he had
issued said Certificates — Congress by
their act of 12.th Feb.y 1793 directed that the
accounting officers of the Treasury should
report to Congress on all Claims thus cir=
=cumstanced — M.r Straats's Claim was filed
at the office under that Act and was made
on an Abstract reported on by the officers
of the Treasury to Congress, and for with
