due him and founded on a Certificate issued by Co[l.]
Udney Hay Dept Quarter Master for the State of New
Yorke — Certificates of this kind have always been re[fused]
fused a Settlement at the Treasury because no re[ceipt]
was furnished by Col. Hay acknowledging that h[e]
had issued said Certificate — Congress by their a[ct]
of 12th of February 1793 directed that the Accoun[ting]
Officers of the Treasury should report to Congres[s]
all claims thus circumstanced — Mr Statts's cl[aim]
was filed at the Office under that Act and was in[cluded]
cluded on an Abstract reported on by the Of[ficers]
of the Treasury to Congress, and is now with[in the]
files not having been finally acted on by the[m.]
