It may be well to consult the Constructor & other gentlemen acquainted with the subject, that your observations may be the result of the fullest information & examination, of which the case will admit. [M^r W^m Swasky] in April 14^th 1795 I am directed by the Secretary of War to inform you, that it is his request that you will in future receive any timber or plank purchased by the Naval Agents for the Frigate building under the direction of M^r Humphreys at the usual places of delivery, whether at the upper or lower end of the city. — And it is also to be understood as a part of your duty as Clerk of the Yard to aid the Constructor whenever he shall have occasion of your Services in copying any papers which may instruct the Frigates — I am Sir your Tn^t Hapgins [M^r Farnian Sandeman] Sir to: April 14. 1795 On the 19^th of last June the Secretary of War wrote a letter to M^r Briggs the Agent for the Frigate building at New York, directing some alterations in his Instructions as originally written. A copy of that letter is enclosed for your Government respecting those alterations. The draft you will have received from the Agent — M^r Humphreys had seen your & M^r Briggs' letter to the Secretary mentioning the piece of live Oak intended for the wing transom & the upper than [undecipherable] transom for then nece. He thinks the upper transom from the description quite sufficient but the transom piece of sound pine wood & it will work twenty inches Square he thinks will answer very well. This you will be pleased to ascertain immediately & to inform the Purveyor, M^r Francis.
