The Secretary of the Treasury has sent me a letter from Nath^l Cushing, of which the inclosed is a copy, relative to the Anchors he has been making for the United States, and desired that an Inspector may be appointed to examine them, according to the terms of the Contract — I have to request you to appoint a suitable person for the purpose — a man of judgment & integrity, on whose report the Public may rely. His report you will be so good as to transmit to this office. A duplicate first will be proper for M^r Cushing as a voucher to present with his account to the Treasury Department. Will the situation of the Navy yard at Boston admit of having these anchors lodged there? If it will, the Clerk of the yard may receipt for them, & take them under his care. On the receipt of your letter of the 8^th instant I looked into the instructions given by the late Secretary of War to the Superintendants & other principal Officers concerned in building the Frigates. The power of confining a Constructor to the plan of building prescribed is expressly given to the Superintendant, & it is enjoined on him as a duty to see that the Frigate he superintends is built accordingly. If a Constructor deviates from the rules prescribed, and will not conform to it on the representation of the Superintendant, a report thereof must be made to the Department of War; when measures will be taken to compel a conformity
