[Joseph Howell war department Philadelphia] [from. exhibition d.t.S.h. p. r c e [undecipherable]] M^r Howell war department Philadelphia Newbern March 31^th 1795 I have received on the 12^th inst^t your honored favor intimating that the treasurer of the United States had remitted to M^rs Polk, Eq^s Supervisor of north Carolina a Sum of money to be transmitted to me as also to n^t T.J. Levis. I wrote without delay to that gentleman to Charlotte, nearly 300 miles from here. I have since been told it would take nearly three months to receive an answer from him. I have been informed by M^r Blankis who has been to Charlotte to be paid of a sum due to him & who has brought draughts on Newbern, that M^r Polk's Secretary had wrote to me to Wilmington N. C. having not received his letter which he might have remied by M^r Blankis's return, I am ignorant of the contents. I can only presume he expects I shall undertake the same journey, which I certainly decline doing on account of the great expence of money & time it would require. being in a pressing want of money & foreseeing that I will soon set out for the works, be pleas'd to beg of the Treasurer to send me without delay orders of payment on the Receiver of Newbern to whom suitable receipts will be given I am Sir Your most humb: Serv^t [undecipherable: Martinon]
