[Copy] Chal.ton 13.^th March 1795 Sir This State for several years past have been under the necessity of maintaining a Militia guard on the Frontier at a great expence, for the protection of the Inhabitants and their property against the inroads of the Indians, and also to prevent them from being molested by designing and evil disposed Persons, the Legislature have therefore directed me to lay before the President of the United States, the necessity of a Military guard on our frontier, for the effectual protection of the same, for which purpose I requested General Anderson, to convene the field Officers of his Brigade; and to report to me the least possible number of men, that would be sufficient for the above purpose, a copy of which Report you have inclosed, which will shew the necessity of the guard and the number necessary, at present a guard of Militia consisting of one Captain, one Lieutenant & thirty non commissioned officers & privates, twenty of which are Horsemen, are stationed on the frontier. the expence already incurred by this State from February 1788. to Oct. 1794. for this purpose amounts to about Eleven thousand, [undecipherable] hundred & [undecipherable] two Pounds [undecipherable] Shillings & [undecipherable] pence Sterling, and which sum I am directed to request may be reimbursed; [undecipherable] a particular account of which and the vouchers will be sent. This State also advanced to the Commissioners appointed by Congress in the Year 1787. to hold a Treaty with the Southern tribes of Indians the sum of two thousand dollars, as p the Certificates of the Treasurer and the Agent inclosed, which does not appear to have been reimbursed by the United States, I therefore request that it may be done.
