Sir I have the pleasure to acknowledge your favour of the 5 June. 14 & October 1, 2 & 20 December 1794 and then [undecipherable] since while I have this day received from Captain Pierce At [undecipherable] the bearer this will deliver — my warrant N° 271 for $9000. Doll[ars] with all the papers and rolls relative to the settlement of the pay of the Kentucky Volunteers. — Should not have sent them out of their proper place, but that Winston is apprehensive of difficulty in obtaining a final settlement at your office without them, and the reason that the other numbers between the last transmission & the [undecipherable] N° 271 are not now forwarded is, because payment on one of them [undecipherable] is not yet finished. [I/You] feel that some regulation ought to be immediately made at the war office for the settlement of the [undecipherable] rations of the officers. In the present state of things, under the new contract, they are allowed nothing at all, because the contract dont [undecipherable] to them and of course there is no price fixed to the [undecipherable] Fort Washington. What then is an officer to charge for his [undecipherable] when posted beyond this limit — pray be so good as to have it determined and let me know as soon as possible. All discharged men that can be come at [undecipherable] be paid in full as usual, but [undecipherable] will go off without their arrearages rather than go from hence to Greeneville for it, & some would go off without it rather than wait one day. No discharged man [I again repeat it] ought to be paid by you unless he produces to you a proper original Certificate. You will soon perceive that claims to a very considerable Amount, are now accumulating for arrearages of clothing to the Soldiers of the army — If you were to inspect the documents from whence these Claims originate, you would probably be very tenacious in [undecipherable] them. I shall answer your letters more fully when I return home to head Quarters.
