Ed^d Carrington Superintending his district [undecipherable] for commission on monies remitted through his hands, and on his disbursements for this department accompanied by his letter & Copy of the letter of the late Sec^t y War on the subject. On consulting General Knox he inform'd that the compensation authoriz'd by his letter of was intended to apply to actual disbursements only — [strikethrough: and not to monies merely pass'd from this department through the hands of the Supervisors —] It however was the ideas of both Gen^l Knox & Col.
