An enquiry is made by David Henley Esq Agent of the Department of War in the S^o Western Territory, whether Indian Goods [strikethrough: are to] & Supplies are to be considered as falling under his agency? This question not appearing to have been precisely [undecipherable] I have thought it not to propose that a proper plan be concerted between our respective Departments. It is evident that the purchasing & issuing of Supplies ought not to be concentrated in the same person unless in respect to objects of small consequence, I take the liberty to propose the adoption of the following arrangement, [strikethrough: with reference and related to] the S^o Western Territory. 1^st That all consignments of goods for the use of the Indians be made to David Henley Esq. & that all purchases of Supplies which may be necessary on the spot be made under his direction. 2^d That the goods or supplies so purchased or consigned for the use of the Indians be issued under the direction of the said David Henley, pursuant to the orders of the Superintendent of Indian Affairs for the District.
