Your letter addressed to late the Secretary of War during his absence in the Eastern States which continued for several Months; after his return the arrangements previously to his Resignation having engaged [him] & the immediate press of business & has been the reason that the object of your letter has not met an earlier investigation It will appear from the adver- tisements of the Dept. of [undecipherable] 1793 which was published in the Lexington Gazette — That M^r. William [undecipherable] in the Month of July 1793 paid the full amount due [to the persons] the Militia therein mentioned for their claims. That he was instructed to advertise information thereof — In order that [undecipherable] claimants might be given the obligation of to present their demands to [undecipherable] the obligation of his bond for Settlement was extended so long a period as the first of July following from this Statement [The object of] it will clearly appear that the government [had provided] the best plan [for] making this plan — to adopt the best plan to satisfy the claims of the said Militia, [undecipherable: they were] Virginia [undecipherable: families], have happened in any failure in the execution of this business must be attributed to other causes — In the month of [undecipherable] last M^r. [undecipherable] by his attorney settled his account and refused to be [paid by] the United States. The balance [unapplied] remaining then due to the Individuals — this balance was immediately placed in the hands of Col. Edwards one of the [Senators] of Kentucky [undecipherable: original claimants] of the said Militia [claims] obtained by him to the [undecipherable] and is to [rest] in his hands for that purpose until the 1^st of [undecipherable] next when the payments in Kentucky are to cease & the balance if any remains unexpended is to be refunded to the United States. Subject to the demands of the original Claimants at this department. If you can make it appear on the certificate of the proper officer & by your own attestation that you have any claims due to you.
