Fort Wayne Miami's Villages February 8. 1795 Sir on the 27^th of July last, I had the honor of writing you respecting some money I had received for Recruiting Service, but I have not received any answer — M^r Swan informs me that I am considered responsible for the Money I received for the recruiting Service of the first Regiment I assure you that when I received it, I never expected that I possibly could be answerable for the officers to whom I was directed to Make advances, and Calculated that their Receipts would at all times be received to my Credit; this opinion was founded on former Practice, indeed No field officer could ever receive Recruiting Money on any other Condition — it is impossible for me to Call to a Settlement those officers who are now in the States or those who may have resigned if the late have been permitted to resign without first obtaining a Certificate from their Commanding officer that the Public had no Demands against them it is not my fault; this Sir was the practice of last war and Should have been done — however I am in hopes that an order will be given to oblige all the officers to settle their Recruiting accounts — This may be Done By the Direction of the Secretary at War.
